Report by the Registrar of the High Court


  1. As Registrar of the High Court I am responsible for the keeping of the Roll of Advocates and the issue of annual Practising Certificates to Legal Practitioners who practice within the jurisdiction.
  2. On or about 27th May this year I became aware of the fact that no Practising Certificate had been issued to Mr. Preslie Watts. I wrote to him saying, inter alia, just that.
  3. He responded by letter on the same day. In view of what he said in his letter and from what I was able to ascertain from other sources I felt able to issue a Practising Certificate to him dated 27th May.
  4. Had I been privy to the information at an earlier date I would have been able to issue the Practising Certificate at that earlier date. In brief terms, Mr. Watts had appeared before His Lordship the Chief Justice in early January 2003, that is during the Christmas Vacation. His Lordship ordered Mr. Watts to pay the correct fee for a Practising Certificate. Mr. Watts did that and I can confirm the date of payment as being 14th January 2003. For some reason the fee was not brought to my attention. It is possible that the reason was I was away on leave. Had I known of the fee I could have arranged for the correct declaration to be filed by Mr. Watts and that would have meant that his Practising Certificate would likely have been issued in late January or early February.
