MY DEAR MR. PRESIDENT:
I have the honor to refer to the conversations which have recently taken place between representatives of our two governments relating to the Economic Cooperation Agreement between the United States of America and France, signed at Paris on June 28, 1948, as heretofore amended, and to the enactment into law of Public Law 535, 81st Congress, amending the Economic Cooperation Act of 1948. I also have the honor to confirm the understandings reached as a result of these conversations:
1. The Government of France has expressed its adherence to the principles and policies of the Economic Cooperation Act of 1948, as heretofore amended.
2. Whenever reference is made in any of the articles of such Economic Cooperation Agreement to the Economic Cooperation Act of 1948, it shall be construed as meaning the Economic Cooperation Act of 1948, as heretofore amended.
3. Paragraph 6 of Article IV shall include expenditures in furtherance of any central institution or other organization formed by two or more participating countries to facilitate the development of transferability of European currencies or to promote liberalization of trade by participating countries with one another and with other countries.
4. The consultation referred to in Article III, paragraph 1, shall refer to all guaranties authorized under Section 111 (b) (3) of the Economic Cooperation Act of 1948, as heretofore amended.

Par lettre en date de ce jour vous avez bien voulu appeler mon attention sur certains amendements a la loi de cooperation economique de 1948.
J'ai l'honneur de vous faire savoir que le Gouvernement francais prend acte des modifications apportees a la legislation des Etats-Unis en matiere de cooperation economique par la loi no 535 du 81eme Congres des Etats-Unis d'Amerique amendant la loi de cooperation economique de 1948, et qu'il n'a pas d'objection, dans l'execution de l'accord bilateral signe a Paris le 28 juin 1948 entre la France et les Etats-Unis d'Amerique, a mettre immediatement en application les dispositions nouvelles indiquees dans votre communication precitee.
Je saisis cette occasion, Monsieur l'Ambassadeur, pour renouveler a votre Excellence, les assurances de ma haute consideration.

In a letter dated today you were kind enough to draw my attention to certain amendments to the Economic Cooperation Act of 1948.
I have the honor to inform you that the French Government takes due note of the amendments to the United States legislation on economic cooperation made by Law No. 535, 81st Congress of the United States of America, amending the Economic Cooperation Act of 1948, and that it has no objection, in the execution of the bilateral agreement signed in Paris on June 28, 1948, between France and the United States of America, to putting into immediate effect the new provisions set forth in your aforementioned letter.
I take this opportunity, Mr. Ambassador, to renew to your Excellency the assurances of my high consideration.
